- families and parents are equipped with parenting skills; and are actively engaged in accessible community activities
- families and at risk people, particularly those who are vulnerable, lonely, isolated or living in poverty can access local services and activities that meet their needs
- Māori and Pacific communities are supported
- migrants and newcomers are well supported and integrated into the community (e.g. language skills)
- people with disabilities are empowered and well supported by accessible local services
- senior citizens are engaged, involved and participate in community activities.
- volunteering and collaboration between community groups are encouraged and supported
- youth and children are valued and mentored towards positive community engagement and resilience.
